Our Founders
Raymond Kimsey
Co-Owner, Strategic Lead
Raymond founded PCS in 2009 with a focus on precision-driven telecom infrastructure. After securing a Master Service Agreement with Verizon Wireless in 2021, PCS became a direct general contractor for one of the world’s largest networks.
Raymond’s background in scaling operations, navigating corporate expectations, and delivering high-stakes work informs every PCS project today. He’s also a co-owner of Another Broken Egg Café in Warner Robins, GA, and a partner in Beem
(Georgia and Colorado/Utah markets).
Ian Payne
Co-Owner, Strategic Lead
Ian has been in construction since 2003, founding and running IP Development before co-founding PCS. His career has spanned framing, site leadership, and full-scale commercial project execution. What sets Ian apart is his command of what’s happening in the field—he’s not guessing, he’s done it.
Raymond and Ian have been close friends since childhood and formal business partners since 2019. Together, they lead PCS with shared values, complementary strengths, and one mission:
