Our Founders
Raymond Kimsey
Co-Owner, Strategic Lead
Raymond founded PCS in 2009 with a focus on precision-driven telecom infrastructure. After securing a Master Service Agreement with Verizon Wireless in 2021, PCS became a direct general contractor for one of the world’s largest networks.
Raymond’s background in scaling operations, navigating corporate expectations, and delivering high-stakes work informs every PCS project today. He’s also a co-owner of Another Broken Egg Café in Warner Robins, GA, and a partner in Beem
(Georgia and Colorado/Utah markets).
Ian Payne
Co-Owner, Strategic Lead
Ian has been in the construction industry since 2003. He founded and led IP Development, where he played a major role in the revitalization of downtown Macon. His work included framing, hospitality, multifamily, and other large-scale commercial builds before co-founding Premier Construction Solutions.
Over the course of his career, Ian has advanced from site leadership to managing full-scale commercial project execution. What sets him apart is his command of field operations combined with years of start-to-finish construction expertise.
In addition to his leadership at Premier Construction Solutions, Ian is also a co-owner of Another Broken Egg Café in Warner Robins and a co-owner/area partner of Beem Georgia.
